I WATCH is a Tunisian watchdog organisation created after the revolution in 2011. I WATCH works mainly on two axes: transparency and corruption. I WATCH has been the official chapter of Transparency International in Tunisia since September 2019. I WATCH is made up of like-minded young professionals and motivated volunteers who, through their innovative work, are determined to tackle the problem of corruption and lack of transparency in both public and private sectors.

The startup:
I-Techrity is the first ICT4D (ICT for Development) startup in Tunisia. Owned by the organization -I WATCH, I-Techrity is developing technology tools destined to solve issues related to development, integrity, and the public sphere in general. The I-Techrity team commits to innovate in solving social problems and to support civil society/ public institution in finding answers to the social challenges Tunisia is facing.

I WATCH is made up of like-minded young professionals and motivated volunteers who, through their innovative work, are determined to tackle the issue of corruption and lack of integrity in both public and private sectors through laying the foundations of good governance.
Role: I-Techrity is looking for a CTO to provide technical leadership and to communicate with stakeholders and customers to ensure our startup’s technologies are used appropriately. The CTO will be in charge for the technology infrastructure with duties including a) assessing current processes, b) recommending software upgrades, and c) directing the technical team on the best processes. Strategic thinking and strong business skills are essential for this this role. The best person to fit this role should be well-versed in recent technological trends and familiar with startups business concepts and civil society/ Public institution needs in Tunisia.
KEY RESPONSIBILITIES:
· To lead on the technology architecture of I-Techrity.
· Participating in the design and creation of scalable software
· Writing clean, functional code on the front- and back-end
· Testing and fixing bugs or other coding issues
· Running the IT team and lead on the recruitment process depending on the HR needs. This includes having work meetings with IT staff, staff coaching, day to day line-management, performance interviews, etc.)
· Applying new technology to improve on the ICT4D products that the startup has to offer.
· Assisting other departments (within IWATCH) in using technologies/platforms effectively
· Liaising and collaborating with suppliers of technical solutions to enhance product range and customer relations.
· Tracking web analytics and making recommendations that align with business goals
· Building processes for data protection and quality assurance
· Making executive decisions regarding our company’s technological needs
· Working closely with Finance, Program managers and Operations to define and deliver new products and enhancements.
Ensuring the implementation of regular projects’ reviews, capitalization, and lead on regular partner-project management meetings.

PERSON SPECIFICATION:
Eligibility criteria: · Proven experience as a CTO or/ and Senior Full Stack developer or any similar leadership role · Experience developing desktop and mobile applications · Familiarity with common stacks · • Knowledge of several programming languages / frameworks (HTML, CSS, PHP, REACT, LARAVEL, JavaScript, Python, C#, Node.js, ANGULAR JS, etc.) · • Familiarity with databases (e.g. MySQL, MongoDB), web servers (e.g. Apache) and UI/UX design · Ability to manage a team and to cooperate in a very volatile work environment · Knowledge of new technological trends · Understanding of budgets and business-planning · Ability to conduct technological analyses and research · Excellent communication and organizational abilities · Experience working with national and international NGOs is highly preferred. · Diploma in Computer Science, Engineering, or any related field; other relevant graduate degree is a plus. · Commitment to I WATCH’s values and ways of working and to I WATCH’s objectives to promote transparency and anticorruption.
