I WATCH is a Tunisian watchdog organisation created after the revolution in 2011. I WATCH works mainly on two axes: transparency and corruption. I WATCH has been the official chapter of Transparency International in Tunisia since September 2019. I WATCH is made up of like-minded young professionals and motivated volunteers who, through their innovative work, are determined to tackle the problem of corruption and lack of transparency in both public and private sectors.
BACKGROUND:
IWATCH-ANA YAKEDH seeks a qualified Deputy Chief of Party for the upcoming five-year USAID Civil Society Activity in Tunisia. CSA’s goal is to empower Tunisian citizens to act and advocate for specific issues and effect change at the local, regional, and national level in advancing Tunisia’s development and to build the legitimacy and sustainability of the civil society sector. CSA will achieve this goal through the following objectives: 1) Increase the engagement and agency of citizens to act and advocate for specific issues of public interest; 2) Strengthen the institutional capacity of civil society organizations to promote positive change on citizen and constituent priorities; and 3) Promote effective partnerships (intra-, inter-, and multi-sectoral) at local, regional, and national levels (e.g government, civil society, citizens, citizens, private sector) to advance shared development objectives.
Tunisian Nationals will only be considered for this position.
The purpose of the Role: The Deputy Chief of Party will assist the Chief of Party in providing technical and managerial leadership and oversight on all aspects of CSA in Tunisia, ensuring collaboration with partners, citizens, civil society, citizens and other stakeholders. The DCOP will supervise and coordinate the technical and field activity implementation team, and have a role in the development and implementation of the project’s vision, strategy,achievement and quality of deliverables, and quality assurance of results.
KEY RESPONSIBILITIES:

The DCOP Will :
· Assist the Chief of Party with strategic and operational planning for the design and implementation of activities in areas such as citizen outreach & engagement, civil society institutional capacity building, partnership development, network-building, accountability, and advocacy
· Manages deadlines, drafts reports, oversees the implementation of the project’s Monitoring Evaluation & Learning plan, contractual deliverable reports
· Supervises and oversees the capacity building support to project staff, grantees and relevant stakeholders
· Assist the MEAL Director in developing appropriate monitoring mechanisms and promote a culture of learning and adaptation across the program and partners
· Serve as acting Chief of Party when required
· Assist the COP in the preparation of high-quality project documents for submission to donors
· Assist the COP in monitoring program budgeting, financial management, and compliance with Donor and IWATCH requirements
PERSON SPECIFICATION:
Qualifications & Requirements: · Advanced degree in political science, international relations, development, communications or a relevant field. · At least 7 years of substantial experience in civil society support and development, including capacity building, organizational development and advocacy · Experience in (sub-) contractual and grants management and assuring compliance with both internal and donor procurement rules and regulations · Ability to develop and foster relationships with a range of actors and stakeholders · Experience in research, learning and adaptive management is preferred Proficiency in spoken and written English required; proficiency in French and/or Arabic required
