I WATCH is a Tunisian watchdog organisation created after the revolution in 2011. I WATCH works mainly on two axes: transparency and corruption. I WATCH has been the official chapter of Transparency International in Tunisia since September 2019. I WATCH is made up of like-minded young professionals and motivated volunteers who, through their innovative work, are determined to tackle the problem of corruption and lack of transparency in both public and private sectors.
BACKGROUND:
IWATCH-ANA YAKEDH seeks a qualified MEAL Director for the upcoming five-year USAID Civil Society Activity in Tunisia. CSA’s goal is to empower Tunisian citizens to act and advocate for specific issues and effect change at the local, regional, and national level in advancing Tunisia’s development and to build the legitimacy and sustainability of the civil society sector. CSA will achieve this goal through the following objectives: 1) Increase the engagement and agency of citizens to act and advocate for specific issues of public interest; 2) Strengthen the institutional capacity of civil society organizations to promote positive change on citizen and constituent priorities; and 3) Promote effective partnerships (intra-, inter-, and multi-sectoral) at local, regional, and national levels (e.g government, civil society, citizens, citizens, private sector) to advance shared development objectives.
Tunisian Nationals will only be considered for this position.
The purpose of the Role: The MEAL Director will be responsible for developing, leading and implementing a comprehensive monitoring, evaluation, and learning plan for the project. The MEAL Director is expected to oversee the implementation and integration of a Collaborating, Learning and Adapting (CLA) approach to collect, interpret, and apply data and project learning that demonstrates impact and project accountability and progress, and informs adaptation of project activities. He/ She will establish appropriate MEAL structures, facilitate capacity building for MEAL team and focus on strengthening internal coordination and robust information management.
KEY RESPONSIBILITIES:

· Oversees the development of all monitoring and evaluation deliverables.
· Ensure that all MEAL unit, project team members and implementing partners’ staff understand and know how to use MEAL tools.
· Ensures the quality and relevance of the project’s monitoring and evaluation design
· Conducts periodic training for project staff, stakeholders, and/or partners
· Maintains, updates and further adapts monitoring and evaluation system(s), procedures and guidelines applicable for the whole project, including particular monitoring frameworks and plans for each component
· Provides technical support during project MEAL planning, including guidance on developing the Results Framework, Indicator Tracking Table (ITT), and methodologies and MEAL tools.
· Building and maintaining accountability mechanisms, knowledge sharing and organisational learning at the organization
Conducts data and feedback analysis, secondary sources overview when adequate and prepares adequate reports. Helps design and review data collection/tracking tools/formats/databases to ensure data quality, reliability and consistency throughout project implementation
PERSON SPECIFICATION:
Qualifications & Requirements: · Master’s Degree or its International Equivalent in Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field. · At least 6 years of relevant experience in managing and/or effectively implementing research, monitoring, evaluation, and/or learning activities for development activities, especially in the democracy, governance, peacebuilding, social science research, and/or other relevant sectors Expertise in analyzing data using statistical software · Technical expertise in evidence-based monitoring and evaluation approaches and practices both for accountability and learning processes · Ability to travel across the country · Excellent inter-personal skills, and ability to maintain strong relationships · Commitment to I WATCH’s values and ways of working and to I WATCH’s objectives to promote transparency and anticorruption
