Working Hours:            40 hours / week

Location:                       Tunis with frequent travel to the 20 governorates aside of greater Tunis

ABOUT US:

I WATCH is a Tunisian watchdog organisation created after the revolution in 2011. I WATCH works mainly on two axes: transparency and corruption. I WATCH has been the official chapter of Transparency International in Tunisia since September 2019. I WATCH is made up of like-minded young professionals and motivated volunteers who, through their innovative work, are determined to tackle the problem of corruption and lack of transparency in both public and private sectors.

BACKGROUND:

I WATCH works with the Center for International Private Enterprise (CIPE) and the Ministry of Health (MoH) to strengthen good governance in the Tunisian health sector by improving transparency and management in public hospitals and the pharmaceutical supply chain. We also work with civil society organizations and private sector firms to create an enhanced tracking system for the pharmaceutical supply chain, establish an effective and relevant legal and regulatory framework to govern Tunisia’s healthcare system, and upgrade training structures for MoH staff.

ROLE SUMMARY:

The Advoacy Officer will: 

  • Support coalitions in developing their advocacy skills (e.g. drafting policy briefs, talking points, advocacy plans, etc.)
  • Create an observatory and tracker in coordination with I WATCH to measure progress for each regulatory reform priority
  • Conduct public outreach campaign through I WATCH on the negative impacts of corruption in the healthcare sector and advocate for the solutions offered through the project
  • Implement complementary advocacy campaign with targeted messaging for MoH staff


KEY RESPONSIBILITIES:

Technical Programme implementation and monitoring

  • Identify key partners, health professionals activists, social media activists, women and community leaders and existing relevant networks and groups that the project can partner with and support to implement advocacy and campaigns activities.
  • Contribute to the production of policy products including briefs, notes, and reports.
  • Contribute to the documentation of the advocacy and campaign work through the development of different products (such as video, infographics, blog posts, etc.)
  • Work closely with SAHA team to ensure that all advocacy work is in line with I WATCH’s national campaigns

Leadership

  • Ensure the overall implementation of project activities and that project deliverable are achieved as stipulated by the project design.
  • Keep track of project progress against approved implementation plan and update project director and programme manager about progress, bottlenecks causing delays in delivery, challenges encountered and suggested solutions.

PERSON SPECIFICATION:

  • University/College qualification in the relevant field (e.g. development studies, social sciences or related discipline) or equivalent experience.
  • Experience of working in the development sector.
  • Experience of working with/supporting local partners, and working with community volunteers and committees,
  • Experience in designing and implementing advocacy and campaigns activities,
  • An understanding and sensitivity to corruption, integrity and transparency in health sector,
  • Personal qualities that ensure effective work with communities as well as self-management, including flexibility, respect for others, and a sense of humor.
  • Demonstrated capacity of social and communication skills and ability to work with others and as part of the team.
  • Good oral and written communication skills in Arabic and English.
  • Strong analytical skills, with the ability to think innovatively and operate strategically.
  • Willingness and eager to learn about organizational and financial procedures.
  • Commitment to a rights-based approach, gender equality and protection.
  • Flexibility, stamina and ability to work under pressure and beyond regular working hours if necessary.
  • High level of adaptability and initiative.
  • Willingness and fitness to travel and stay in the field for sustained periods of time.
  • Knowledge and skills in computer usage.
